Houston fans tried to make Rusk work, but he refused. Rusk also missed two months to meet the constitutional age requirement. Houston supporters later backed Peter W. Bee as Secretary of State, retained Robert Barr as Postmaster General, asked Albert Sidney Johnston to become Secretary of War, and appointed Memucan Hunt Secretary of the Navy. Richard G. Dunlap and John C. Watrous were appointed Attorney General, respectively. Colonized by the Spanish in the eighteenth century, the Republic of Texas declared its independence from Mexico on March 2, 1836. The Republic of Texas was not recognized by the United States until a year later, in 1837.

Early in his tenure, Lamar promoted public education. On January 26, 1839, Congress provided three square country leagues in each county to support elementary schools or academies. He also allocated fifty leagues of land for two universities. The following year, the county`s allocation was increased to four leagues, and teachers had to provide certificates showing that they could teach the basic courses. However, the republic failed to establish a public school system or establish a university. Private and denominational schools have filled this gap. Wharton gained recognition of Texas independence from the United States on March 3, 1837.
